Viktor Halitov Arms Co. is a weapons manufacturer based in St. Petersburg, Russia that was founded by a man named Viktor Halitov in the year 1914. The company started out with only Viktor and his friends, and the team hand-crafted their weapons. Their first weapon, the VAV-16, was a success. It was adopted as a "standard issue trench cleaner" by the Russian Army in late 1916. It had low recoil for it's type, mostly thanks to the long bolt travel. It was used mostly as a trench cleaner and sometimes an LMG/SAW (like the Browning Automatic Rifle).

In the 40's, their success was further increased by the M43 and it's variants, the PP-44, and the PP-46, which were all adopted by the Red Army. In the 50's, the Vintovka Shturmovogo competed against the AK-47 for a new rifle for the Red Army, but it lost to the AK.

In the 80's, the VH-87 was released, it was an extremely huge success, being loved by the civilian market and countries abroad. The Russian Army did not adopt the weapon, and instead adopted the AK-74M as the standard issue rifle. In the 90's as the Soviet Union was collapsing, it became a horrible place for businesses, causing the company to drown in bankruptcy.

In 2001, an investor named Abram revived the company, and got it back on it's feet. In the 2010's the company made the PP-16 and the Пехотная винтовка 2016. In 2020, the PP-20 was released.

It is currently owned by Andrei Halitov, Viktor's great-grandson.
